- What is the anticipated budget for each training topic?
• HSFO cannot provide an answer for this question, please provide anticipated budget to run training sessions.
- Please confirm that the language found in these RFPs which states “Prior to training being offered on the website, the following is needed:” refers to the training being announced on the website, and that all trainings will be held on-site at a HSFO-designated location as indicated elsewhere in the RFPs.
• Yes, the statement refers to the announcement as the intent is to host all trainings on-site at an HSFO-designated location.
- Please confirm the only technical response requirement for vendors is to “list staff members who will conduct trainings and their experience within their firm as well as any state government experience.” If not, please provide additional information as to the response outline expectations for vendors.
• The response should include a written proposal outlining how the vendor intends to achieve all of the required elements of the RFP, including resumes for all content developers and instructors with their experience and project roles in the subject matter identified.
- In the past, have there been basic and advanced sessions for Child Welfare and Cost Allocation? Will that be true going forward?
• Yes, interested in vendor proposals that provide training sessions based on levels of experience such as beginner and advanced.
- Are electronic copies of training materials acceptable or should we budget for printed copies?
• Yes, electronic copies are acceptable. Please provide budget for both and an extensive breakdown of costs for any printed materials.
- Can the HSFO provide an outline regarding the required proposal format (e.g., RFP items or topics for which the bidder is to provide responses)?
• Please refer back to the “Curriculum” section of the RFP for topics HSFO is requesting bids for. If there is a topic the vendor feels should be covered, this can be added to the proposal for review.
- The Medicaid training Request for Proposal (RFP) covers up to two inperson training sessions per year and does not mention the ondemand Medicaid training modules. Please confirm that the vendor will not be responsible for updates to the online training modules as part of the scope of this RFP.
• The on-demand Medicaid training modules are not included within the scope of this RFP.
- Given that training sessions are not guaranteed, how will Human Services Finance Officers (HSFO) determine if and when training sessions are needed?
• Training frequency will be determined by the HSFO Executive Board based on a variety of elements such as member demand, capacity, site availability, etc.
- How frequently has HSFO given this training in the past five years?
• Within the past five years, Medicaid training offered by HSFO has been limited to the on-demand training modules.
- Can HSFO provide training materials from prior sessions to help vendors understand the level of detail covered in the training curriculum?
• Prior training materials will not be released.
- The first sentence on Page 2 of the RFP mentions cost allocations; please clarify what would need to be covered on this topic.
• Please reference the bulleted list outlining examples of concepts that would be included in this curriculum.
- What is the target or expected level of experience for attendees?
• The proposal may allow for the provision of separate training sessions based on levels of experience such as beginner and advanced.
- Please confirm the date and time of submission for the RFP, as June 15, 2024 is a Saturday and Close of Business varies by time zone.

- Will HSFO consider awarding the Medicaid training contract to multiple vendors, with each vendor covering separate subsets of the total training curriculum?
• No, this is not something HSFO will consider.
- Does HSFO have one or more preferred locations for the training to take place? Will the vendor have discretion over the training location?
• HSFO does not have pre-selected locations but will consider relevant factors when designating sites for training sessions.
- Is each 14+ hour training session expected to cover all topics included in the training curriculum, or will each session be tailored to one or more selected topics?
• Training sessions shall include but are not limited to all topics outlined within the training curriculum of the RFP.
- What price has HSFO paid for similar trainings in the past (e.g., cost allocation trainings)?
• Pricing information will not be released.
- What level of detail is required for the June 24, 2024 curriculum overview and copy? Are all final training materials needed by this date, or only an outline of the curriculum?
• A detailed outline only of the curriculum is required.
- Will HSFO consider a later date for the initial training session to allow vendors to tailor training materials to the target audience appropriately?
• No, dates for trainings will be assigned.
- Would HSFO be willing to provide a contract template for legal review?
• Yes, HSFO is willing to provide a contract template for review to winning vendor.
- Please clarify whether these trainings should be in-person, virtual, or hybrid.
• All pending RFPs are for in-person trainings.
- With regards to the September 2024 training –

• In-Person
If in-person, will you share the location?
• Yes, HSFO will share the location once selected.
- What levels of class should we expect for this training? (basic, advanced, etc.)
• The proposal may allow for the provision of separate training sessions based on levels of experience such as beginner and advanced.
- Please explain how you will evaluate each proposal.
• Each proposal will be evaluated based upon what was requested by HSFO and what was provided by the vendor for the curriculum. These proposals will be evaluated on a rating scale.
- Will HSFO accept pricing for each individual year?
• The pricing will be set at the per session fixed pricing included in the award for the duration of the stated contract period.
- What is the anticipated lead time for each training?
• The anticipated date for initial trainings is mid-end of September. Each subsequent training will have a minimum of 45 days lead time.
- What specific response would you like to see or would you like to see general information and pricing?
• HSFO will consider all reasonable proposals that meet the required elements of the RFP.
- Who will be responsible for collecting the reviews from attendees?
• HSFO will provide and collect evaluation forms.
- Can you please provide details on how performance will be measured?
• HSFO will gather input from all attendees willing to complete the survey as well as ensure a board member is present in trainings for in person evaluations.
